This report provides evidence-based benchmarks to assist the Government of Canada in designing inclusive procurement policies and programs. The
findings are expected to inform the mandate of Public Services Procurement Canada to modernize procurement practices, develop initiatives to increase the diversity of bidders on government contracts, and to publish metrics to measure government performance on the competitiveness, cost, and timeliness of procurements.
The findings will also be of interest to other governments, small business support services, advocates, industry associations, and corporations that support supplier diversity.
